  • However agencies are expensive and used more in the private sector compared to public sector or voluntary groups

  • Agencies are useful in early stages of recruitment process, but not in the “decision” phase
  • Agencies allow some organisations to sidestep accountability employment rights;

 However,  high costs and lack of control over hiring are challenges for using agencies.
